MiSpeL: storage and charge points in mixed operation
On 1 October 2026 the Bundesnetzagentur set how storage and bidirectional charge points are settled together with solar power. Mixed operation is now possible. The fixed feed-in tariff is outside this. So are AgNeS grid charges. Those are still a draft.
What is settled
The ruling is called MiSpeL, decision 618-25-02. It says which part of the electricity from the storage counts as supported generation, and which part is grid electricity you feed back.
That covers the market premium and direct marketing. Not the fixed feed-in tariff. AgNeS (GBK-25-01-1#3) was still a draft as of 7 October 2026.
Delineation option
Anyone can use the delineation option (Abgrenzungsoption). Volumes are calculated quarter-hourly. As a rule you need two meters. In special cases one is enough. Storage can then mix solar and grid electricity and still stay, in part, in direct marketing.
The old split, the exclusivity option, is still there. MiSpeL doesn't remove it. It adds mixed operation.
Flat-rate option
The flat-rate option (Pauschaloption) is the simpler path for solar systems up to 30 kWp, with storage or a bidirectional wallbox, at home or in a small business. Usually the meter at the house connection is enough. You don't have to rebuild the meter cabinet for this.
The background paper of 1 October 2026 sets a ceiling of 500 kWh per kWp. Up to that point, electricity fed in counts as eligible on a flat-rate basis. Above it there is an indifference band, so that anything past the ceiling isn't subsidised further out of grid charges and levies.
This option depends on state-aid approval from the European Commission. Until that approval exists, you can't use it. No date has been set.
Bidirectional charge points
Bidirectional charge points are included. That means a wallbox through which the vehicle can also feed electricity back. Under the delineation option they are settled together with the storage. Under the flat-rate option, together with solar systems up to 30 kWp.
Transition until 30 September 2027
Until 30 September 2027 both options work only if the grid operator and the metering operator agree. They need the time to build the billing. The flat-rate option also needs the EU approval.

Frequently asked questions
Does MiSpeL apply to the fixed feed-in tariff?
No. The ruling of 1 October 2026 covers the market premium and direct marketing. The fixed feed-in tariff is not part of it.
What's the difference between delineation and the flat rate?
The delineation option calculates volumes every quarter-hour and is open to everyone, usually with two meters. The flat-rate option is the simple path for solar systems up to 30 kWp with storage or a bidirectional charge point. Usually one meter at the house connection is enough. It also needs EU state-aid approval.
Can I use mixed operation right away?
Until 30 September 2027 only if the grid operator and the metering operator agree. The flat-rate option only after EU approval as well. No date has been set for that approval.
Does MiSpeL replace AgNeS grid charges?
No. AgNeS (GBK-25-01-1#3) was still a draft as of 7 October 2026. The consultation ended on 18 September 2026. A decision is still planned for late 2026. In the draft, 20 years without a grid charge remain only with an investment decision before the planned publication on 1 January 2027.
