Home Battery Arbitrage for Households Without Solar

A small battery and a dynamic tariff. You buy electricity when it's cheap and use it when it's expensive. No solar of your own, no feed-in, no sale.

Roughly 18 million households in Germany cannot install their own PV – tenants in multi-family buildings, owners with unsuitable roofs, listed buildings, owner associations without consensus. These households have been paying above-average electricity prices for years, with neither self-generation nor load-shifting options.

Since 2025 every supplier has to offer a dynamic tariff (§ 41a EnWG). § 14a EnWG cuts the grid charge when the battery can be controlled. That's how a battery without PV can shift household electricity. I sort out the hardware, the rules, and the numbers.

How does arbitrage without solar work?

1. Dynamic tariff

The household enters into a dynamic electricity contract passing through the hourly EPEX spot price (Tibber, Rabot Charge, Octopus Energy, 1KOMMA5°, aWATTar etc.). Typical 2025/2026 spread: 5-15 ct/kWh during low-priced night hours, 35-55 ct/kWh in peak hours.

2. Standalone storage 5-15 kWh

An AC-coupled battery storage (LFP, 5-15 kWh) is connected to the household grid. No connection to a PV system is required – the storage charges directly from the grid.

3. Intelligent control

The storage charges automatically in the cheapest hours (typically nights, weekends, sunny-windy midday hours) and discharges during peak hours – typically mornings 7-9h and evenings 17-21h. Control via EMS or the integrated app interface of the tariff provider.

4. Self-consumption – no feed-in

Stored electricity is consumed exclusively in the same household. No grid feed-in, no BNetzA notification as a generator, no EEG remuneration, no market master data registration for electricity trading.

5. § 14a EnWG controllability

Registering the storage as a controllable consumption device with the grid operator reduces grid charges (Module 1: flat reduction or Module 2: percentage reduction up to 60 % on the working-price part).

6. Economics

With a 10 kWh storage under intelligent EMS control and 350 full cycles/year (3,500 kWh arbitrage volume) and an average post-roundtrip spread of 20-25 ct/kWh: EUR 700-870/year arbitrage savings plus EUR 150-300/year § 14a grid-charge reduction. Total saving EUR 850-1,170/year. For storage without PV, budget 19 % VAT. The 0 % rate applies only when the storage stores electricity from a photovoltaic system (§ 12 (3) UStG, Federal Ministry of Finance letter of 27 February 2023). EUR 5,500-8,000 net becomes about EUR 6,500-9,500 gross. ROI is then typically 6-11 years – and lower with high load flexibility (heat pump, EV charger). On top of that come the hours with a negative spot price in Germany (2025: 573 hours, a record after 457 hours in 2024 – trend continuing upward) – during these hours the exchange pays for offtake, so the storage charges at negative cost and further improves economics.

Hours with a negative electricity price

At the EPEX spot exchange, electricity prices increasingly turn negative – a direct consequence of renewable expansion combined with low demand (sunny midday hours, windy weekends, holidays). In these hours the exchange pays for offtake. Anyone running a standalone storage with a dynamic tariff charges precisely in these hours and disproportionately improves their economics.

Number of hours with negative EPEX day-ahead prices per calendar year in Germany. Sources: Bundesnetzagentur SMARD platform, EPEX SPOT. Values are continuously updated by EPEX.

  • High PV share – sunny midday hours in spring and summer with low industrial load
  • Wind surplus on stormy weekends and in mild winter nights
  • Weak flexibility of conventional plants after nuclear and lignite phase-out
  • Public holidays and bridging days with reduced industrial consumption

Record low 2025

−250 EUR/MWh

On 11 May 2025, the EPEX day-ahead price in Germany dropped as low as -250 EUR/MWh (equivalent to -25 ct/kWh). A sunny Sunday with strong wind and low industrial load – a textbook case of the new market dynamic. A 10 kWh storage fully charged in that hour was effectively paid EUR 2.50 to take the energy – and could self-consume the stored electricity in the evening hours at 35-50 ct/kWh.

Who is this relevant for?

  • Tenants in multi-family buildings (with landlord approval or via tenant-electricity scheme)
  • Owners with unsuitable roof surfaces (shading, statics, orientation)
  • Residents of listed buildings
  • Homeowner associations (WEG) without PV consensus
  • Power-intensive households (heat pump, EV charger, pool, sauna)
  • Households with high load flexibility (home office, shift work)

Legal framework 2025/2026

§ 41a EnWG

Mandate for all electricity suppliers from 01.01.2025: offer end customers with a smart metering system a dynamic tariff. List of providers at bundesnetzagentur.de.

§ 14a EnWG

Controllable consumption devices (incl. home storage ≥ 4.2 kW grid draw): grid-charge reduction via Module 1 (flat), Module 2 (percentage, up to 60 %) or Module 3 (time-variable grid charges).

MsbG

Smart metering system (iMSys with Smart Meter Gateway) required for any dynamic tariff – the default metering operator must install within 4 months of request (§ 29 MsbG). Mandatory above 6,000 kWh/year or with controllable devices.

No BNetzA notification

A pure self-consumption storage without feed-in is NOT a market participant under EnWG. No § 5, 6 EnWG notification needed, no market communication, no balancing group contract.

Market master data register (MaStR)

Every grid-connected storage unit must be registered, regardless of its power rating and even without feed-in, as storage without generation. Deadline: one month after commissioning. Registration is free and one-time.

VAT (§ 12 (3) UStG)

Note: the zero VAT rate only covers storage intended to store electricity from a photovoltaic system (German Federal Ministry of Finance letter of 27 Feb 2023). A storage unit without PV, operating purely against the grid, is not covered – 19 % VAT applies. Budget gross.

What you get from me

  • Individual profitability analysis per household (consumption profile, storage size, tariff options, § 14a module comparison)
  • Tariff advisory and neutral comparison of dynamic electricity tariffs (Tibber, Rabot, Octopus, 1KOMMA5°, aWATTar etc.)
  • Storage specification: AC-coupled standalone storage with suitable power, LFP chemistry, IP class, warranty
  • Support for § 14a EnWG application with the grid operator (registration of the controllable consumption device)
  • MaStR registration of the storage (free for GPV clients as a service)
  • Optional: introduction of qualified installers from the GPV network

Frequently Asked Questions

Is a home storage worthwhile without PV at all?

Yes – with current price spreads (5-55 ct/kWh) and intelligent EMS control delivering 350 full cycles/year, a 10 kWh storage saves around EUR 700-870/year from arbitrage plus EUR 150-300/year from § 14a grid-charge reduction – total EUR 850-1,170/year. Without PV, budget 19 % VAT. The 0 % rate applies only when the storage stores electricity from a photovoltaic system (§ 12 (3) UStG). EUR 5,500-8,000 net becomes about EUR 6,500-9,500 gross, installation included. ROI is typically 6-11 years. With a heat pump, EV charger or pool, and a good tariff, it can be shorter. The rising number of negative spot-price hours (573 hours in 2025, record after 457 hours in 2024, trend continuing) adds to that.

Do I need a smart meter?

Yes, a smart metering system (iMSys with Smart Meter Gateway) is required for any dynamic tariff. The default metering operator must install within 4 months of request (§ 29 MsbG).

Do I earn money with the storage?

No – the storage does not earn money through sales, it saves money through cheaper purchasing. You pay less for the same kWh of consumption because power flows into the house grid at lower prices. No remuneration, no tax obligations as an electricity seller.

What does a 10 kWh standalone storage cost in 2026?

Hardware is currently about EUR 4,500-7,000 net, depending on brand and backup. Without PV you add 19 % VAT. The 0 % rate applies only when the storage stores electricity from a photovoltaic system (§ 12 (3) UStG, Federal Ministry of Finance letter of 27 February 2023). Installation is EUR 800-2,500 net. A complete system is then about EUR 6,300-11,300 gross.

Can I add PV later?

Yes, provided the storage is AC-coupled (standard for standalone storage). A later solar inverter can be connected in parallel without replacing the storage. Hybrid DC storage is designed directly for PV coupling.

What is § 14a EnWG exactly?

A BNetzA regulation effective 01.01.2024: controllable consumption devices (heat pumps, EV chargers, home storage ≥ 4.2 kW grid draw, AC units) get reduced grid charges in return for allowing the grid operator to temporarily throttle them during congestion. Three modules to choose from; Module 2 reduces up to 60 % of the working-price part of grid charges.

How does this differ from the classic PV + storage model?

Classic model: PV generates, storage buffers self-consumption, surplus is fed in with EEG remuneration. Standalone model without PV: 100 % grid power at dynamic prices, storage shifts loads, no feed-in. Both models are economically viable – depending on roof situation, investment budget and risk profile.
